Mr. Ogwang holds a Bachelor of Laws degree from Makerere University, Kampala, Masters of Administrative Science - Diplomacy & International Relations from Farleigh Dickinson University, Teaneck, NJ; a specialized diploma in prosecutions & diploma in laws from the Law Development Center, Kampala, Certificate in Leadership and Governance from the Leadership Institute, Arlington, Virginia, Advanced certificate in Disarmament, Demobilization and Reintegration of Ex-Combatants (with broad knowledge of United Nations Integrated Disarmament, Demobilization & Reintegration Standards). He is a strong believer in Negotiated Settlement of disputes of all forms and magnitude, a Certified Conciliator with proven skills in preserving and promoting individual and social cohesion through Conflict Coaching, Negotiation, Mediation & Arbitration as Certified by the Institute for Christian Conciliation - a division of Peacemaker Ministries, USA Inc.

 

With over 25 years of professional development in national and international leadership he has been active in the national politics of Uganda from teenage years: was involved in the 1995 Uganda constitutional making processes as a student activist being the then president of Uganda National Student Association (UNSA). He has a broad understanding of the socio-economic and political environments of Uganda and the region; trained and experienced in various aspects of law and justice, grace and peace, ethics and equity, public relations, diplomacy, international relations and professionalism. Dickson qualifies as an expert in Global Systems. He has worked with the government of his country, Uganda, as an officer in the armed forces, a seasoned Diplomat and Government Spokesperson in the United States, served as Public Prosecutor in the Directorate of Public Prosecutions with specialized training in Criminal Justice, Investigative  Intelligence and litigation. He also volunteers with various local and international charities including, The Ogwang Okul Foundation (TOF), Targeted Aquaponics Growth, Advocates International, Association for Christian Conferences, Teaching and Service (ACCTS) and Jubilee Campaign, a renowned peace and reconciliation practitioner. With Christian Training and mentorship from Campus Crusade for Christ/ Life Ministries International, Sonship for Africa under World Harvest Mission, and World Evangelical Ministries, Dickson is the founding president of Peace & Reconciliation Ministries in Africa (PRMA), Co-founder of Global Christian Trust (GCT) Inc.

 

A recipient of a number of Distinguished Service Awards including Presidential Award for his role in Northern Uganda Pacification, Dickson was appointed by the President of Uganda, H.E. Yoweri Kaguta Museveni in 2010 as Deputy Ambassador to Washington, D.C. Between August and November, 2010 the president assigned him as Special Presidential Envoy to the United States to work on Counter Lords Resistant Army (LRA) & Northern Uganda Peace and Recovery Issues. Served as Officer responsible for Political, Peace & Security Affairs Department, in charge Public Diplomacy and Embassy Spokesperson, Deputy Chief of Mission and later as Charge dAffairs, Uganda Embassy, Washington, DC. He was recalled to Headquarters after Tour of Duty in January 2018 and deployed at the Regional & International Economic Affairs Directorate of the Ministry of Foreign Affairs, Kampala where he served at Diaspora Department for three years with the mandate of mobilizing Uganda Diaspora abroad for National Growth and Development. Effective February 1st 2021, Dickson is on posting at Uganda Embassy, Khartoum serving as Head of Commercial & Economic Diplomacy, In charge Public Diplomacy & Media Relations,  also responsible for all matters of AU, IGAD, ICGLR, NBI, UNAMID & UN Agencies.
